In response to the changes in the new standards and the development of future standards, we have interviewed experts, Mr. Xu, who participated in the formulation and revision of various standards.

Mr. Xu Jian is the Secretary General of the national garment Standardization Technical Committee (TC219) and the director of Shanghai Clothing Research Institute, and specially invited expert of China Textile Economic information network.

Mr. Xu Jian introduced the general changes of clothing standards and the development trend in many aspects, and conscientiously answered the following questions.

1. 2010

In 2010, the national garment Standardization Technical Committee analyzed and summarized the applicability of China's original clothing standards and the main categories of the shortage of garment standards through in-depth investigation of garment industry at home and abroad. On this basis, the new categories of clothing product standards were revised and the original clothing standards were revised.

1, pay attention to the market and pay attention to the society. In order to promote the continuous improvement of the overall technological level of our garment industry, we have added new categories of clothing or traditional product standards, such as "woven student clothes", "clothing rainproof performance requirements", "requirements and test methods for the antistatic performance of work clothes", and "coating clothing moisture resistance technical requirements" and so on. The standard system of clothing will be enriched and improved.

2, with the development of China's garment manufacturing industry, the technology and quality of clothing products have been greatly improved. Some of the technical contents of the original "men's suits, overcoats", "women's suits, overcoats", "trousers for men and women", "ties", "clothing size children" and "windbreaker" have already failed to meet the requirements of current production and sales, and necessary modifications and additions are needed.

By revising and perfecting the original national standards, we should renew important technical contents, further standardize the production and sale of clothing products, and improve the overall quality level and international competitiveness of Chinese clothing products.

3, strengthen the assessment of environmental protection, safety and health.

In 2010, the assessment of safety indicators such as formaldehyde content and pH value was added to the original clothing product standards.

These added or revised contents of environmental protection, safety and hygiene will play a positive role in standardizing the clothing sales market and promoting the quality level of clothing products in China.

Two. What is the impact of the revised Garment Standards in 2010 on China's textile and garment industry?

1. Increase in quantity.

2008 to date, according to the national standard, the national garment Standardization Technical Committee has completed the examination and approval of 31 national standards.

According to the industry standard revision plan issued by the national development and Reform Commission, 6 industry standard projects have been completed.

By the end of 2009, the number of standardized management reached 65 items, including 37 national standards and 28 industry standards, and basically solved the problem of standard over age.

2, quality improvement

On the basis of further perfecting and perfecting the standard system of China's garment industry, supplementing and improving product standards, we have formulated the urgent standards and testing standards for garment industry, and further enriched and perfected the standard system of clothing.

Several basic standards in the apparel industry have been revised, such as "clothing size children". The revision of these basic standards will provide necessary technical support for the whole industry.

We should constantly improve the standard and technical standard of clothing standards in China. We should make full use of the standard level at home and abroad to make amendments to China's clothing standards, thoroughly solve the problem of international trade technical barriers, promote international cooperation and trade, and make foreign consumers full of confidence in the quality of Chinese products. This will play a positive role in regulating China's clothing sales market and promoting the quality level of China's clothing products.

Actively participate in the revision of the international standard system.

We are not only standard setters and guiders, but also strong and powerful promoters behind the standards.

Looking forward to the future, our goal is to pform "made in China" into "made in China" and make our garment industry gradually become an international standard setter and guide from the adoption of international standards.

Three, what aspects should the enterprises pay attention to?

1, timely update and accurate understanding

The tracking of garment standards is not in place, which leads to errors in standard usage.

The Secretariat of the national garment Standardization Technical Committee invited all relevant garment production enterprises or sales enterprises to set up the latest standard text of clothing as soon as possible, understand and track the technical requirements of clothing standards, and prevent mistakes in production and marketing.

There are many problems in the correct use of standards for enterprises. The phenomena of using wrong standards and arbitrary standards are common. The production of non standard production happens frequently. Enterprises not only cause economic losses to themselves, but also mislead consumers, which seriously disrupts the normal operation of the market.

Therefore, production and sales enterprises can actively participate in training, so as to grasp the new standards in time and apply them to market operation.

2, safety clothing standards

First, taking into account the urgent need of integrating China's clothing technology standards with international standards and resisting trade barriers such as foreign developed countries, in recent years, we collected and studied the technical regulations and standards of foreign developed countries on ecological textiles, and based on the EU's 0KO Tex Standard 100, selected some environmental protection, safety and health technical requirements in the clothing standards according to China's national conditions.

For example, the technical requirements of formaldehyde content and pH value have been increased in product standards such as western style clothes, infant clothing and clothing. In addition, the technical assessment index of bacterial content has been added to the standard of down garments. This has promoted the attention and understanding of Chinese clothing enterprises on environmental protection, safety and hygiene, and promoted the continuous improvement of enterprise management and production technology, which is conducive to upgrading and upgrading of garment products in China.

Second, the safety of consumer goods, especially children's clothing, is gradually becoming the focus of social concern.

Children's jackets and neck bands are easy to be caught and dangerous. When pulling up and down, children's waist or hem bands are easy to be caught and lead to towing accidents.

The United States, Britain and other advanced countries track the accidents caused by children's clothing, and carry out accident statistics, analyze the inducements of children's clothing accidents, and continuously introduce various regulations and technical standards.

Typical ASTM F 1816-2004 children's upper body wear safety requirements, EN 14682:2007 children's wear rope and belt safety requirements, BS 7907:1997 improve the safety of children's clothing design and production implementation standards and other standards, provide important basis for children's clothing design and production practice in various countries around the world.

In accordance with the principle of taking the bid and combining with China's national conditions, we have also formulated relevant standards.

Four, the changing trend of future standards

1. Construction of functional clothing standard system

In recent years, the clothing industry is committed to integrating functional design into clothing sales, aiming at maintaining the efficiency and comfort of individual survival, health and life, and greatly meets the demand for high functional and high efficiency clothing.

At present, the functional clothing sold on the market can be divided into protective and non protective types.

Among them, protective functional clothing is used to prevent injury to human body, such as safety and environmental protection. The specific functions include waterproofing, wind protection, UV protection, moisture absorption, quick drying, antibacterial, flame retardant, antistatic and electromagnetic protection. Non protective functional clothing is used to increase human body function and improve the work efficiency of wearers, such as climate adjustment function and keeping function of body cleanliness. The specific functions include ironing, wrinkle resistant, easy to handle, antifouling, deodorizing, wear-resisting and so on.

In order to adapt to our country

Great progress has been made, and a number of important functional clothing standards have been completed and project declarations have been completed. The product standards include GB/T 21980-2008 "general technical specifications for professional sportswear and protective products", GB/T 24278-2009 "motorcycle driver's protective clothing", and GB/T 23316-2009 "requirements for testing and anti-static performance of work clothes" and so on. The method standards include GB/T 22042-2008 "test methods for surface resistance of clothing antistatic properties", "GB/T 22043-2008" test methods for clothing's anti-static properties through resistance of materials (vertical resistance), and testing methods for shielding electromagnetic radiation efficiency (item number: 20080845-T-608), etc., initially establishing the rudiment of China's functional clothing standard system, providing strong technical support for the smooth upgrading of China's functional clothing industry. In recent years, China's functional clothing standards have been revised and revised.

2, clothing standards are in line with international standards.

The National Garment Standards Committee is responsible for the centralized management of domestic technology in the international standardization organization's Clothing Technology Committee (ISO/TC 133).

Since 1996, we have accepted the voting of two international standards of the international standardization organization's Clothing Technology Committee.

A and December 1996 voted on ISO 7070 "clothing size system and code name socks".

After the investigation and analysis of related industries in China, we made a "no use" vote.

B and March 2000 voted for the ISO/TR 10652 "clothing standard size system".

We take into account that the timing of the international standardization organization's technical report being plated into international standards is not mature enough, and that its content differs greatly from that of the national standard of clothing size in China. Therefore, we have made a "extension of three years" vote.

In order to speed up the integration of our garment standards with international standards, we take an active part in the activities of the international standardization organization, promote the internationalization of China's clothing standardization, and actively promote the adoption of international standards in accordance with the requirements of the National Standardization Management Committee.

According to China's national conditions, we have chosen some advanced technical requirements of foreign countries to integrate into our standards, so that our clothing industry's technical standards are relatively consistent with international standards, which facilitates technical exchanges between China's garment industry and international counterparts, and helps to promote the management and development of China's garment standardization. This can not only reflect the independence of China's clothing standards, promote the healthy development of China's clothing brand, but also fully absorb advanced experience and technology from abroad, so as to promote the upgrading of our garment production technology and improve the quality level of clothing products.

1. In the process of making and revising standards, the bid committee actively adopted international standards and advanced foreign standards. After China's accession to the WTO organization, a large number of relevant standards in developed countries were collected, and in combination with China's national conditions, some of the technical requirements (such as environmental protection, safety, functionality, etc.) were selectively compiled into the clothing standards, which improved the overall standard of clothing standards.

2. Compared with foreign standards, some of our standards have not been awarded.

First, there are a set of standards concerning the size of clothing and the shape of human body in the standard of centralized management of the national garment Standardization Technical Committee.

However, China's standard human body is quite different from that of the international standard, and it can not directly apply international standards to China's national standards.

Second, there is a discrepancy between China's clothing standard system and international standard.

There are many basic standards in the international standard system, but there are so many product standards in the domestic standards that it is impossible to match them properly.

Third, the national garment Standardization Technical Committee is making some of the revised standards exceeding the international standard level, with Chinese characteristics, such as "tie" and "silk clothing".
